As a travel agent, is it possible to buy air tickets from someone else than air consolidator?

Is it possible to buy cheap air tickets directly from airlines (For a Travel agent)?

I heard some people saying that they make their own tickets (about 70 %) and also buy from consolidators (about 30%). What is this mean?
