When is a parental consent to travel document required?

My wife is traveling to Mexico with our children. She is a permanent resident of Canada but a Mexican citizen (passport).

Do I need to provide my wife with a notarized consent letter to allow her to travel with our children to Mexico?When is a parental consent to travel document required?It shouldn't need to be notarized (although that doesn't hurt), but it's always a good idea to provide such a letter.
